The Collapse of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: hopeful statements are released from various governments. Immense energy is allocated on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from enemy soil, a capacity provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons flew past – advanced fighter aircraft provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through partner states. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, devastation and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those full day illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are clearly incapable to substitute in the short term.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This trend will, certainly, persist.

Strategic Calculations

It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is unrealistic to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a entire defensive failure until situations evolve in its favour.

Existing Situation

Objectively, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
